An Assessment of Needs and Perceptions
Executive Summary
This report is presented in two parts. NIOST was aksed to assess afterschool programs in the areas of improvement, training, and quality. Part I presents NIOST's finding and recommendations. TMG was contracted for a different scope of work: a survey of a wide variety of stakeholders across Wyoming about their knowledge, perceptions and support of afterschool programming. TMG's finding and recommendations are presented in Part II.
Statewide Assessment and Overview of Afterschool Programs in Wyoming

The Wyoming Afterschool Alliance retained the National Institute on Out-of-School Time (NIOST) in spring 2011 to garner an overview of the capacity and effectiveness of out-of-school time programs across the state of Wyoming. To accomplish this portrait, NIOST proposed two vehicles; a broad-reaching survey to be distributed state-wide to youth serving out-of-school time (OST) programs supplemented by observation of select afterschool programs. By combining a written survey and separate in-person observations, NIOST collected information directly from youth-serving agencies on their youth particpants, funding, offerings, challenges, etc. and then separately compiled a "snapshot" of the quality of a cross-section of programs using the Afterschool Program Practices Tool (APT-O).
Stakeholder & Policymaker Assessment and Evaluation of Programs

As part of the evaluation and assessment of afterschool programs in Wyoming, The Third Mile Group (TMG) conducted a survey in May 2011 to glean information about what a variety of individuals and role groups know generally about afterschool and/or out-of-school programs. Approvimately 1,400 people from various role groups and organizations in the state of Wyoming were invited to complete the survey. A total of 409 people responded to the 35 question survey.
